Siemer Institute for Family Stability: Stability Assessment Tool Evaluation
The Siemer Institute for Family Stability (Siemer Institute or Institute) is a national organization striving to improve family stability through integrated programming in three areas: education, finances, and housing. In order to achieve this goal, the Siemer Institute funds programs at 53 partner United Ways, and each of those programs works with one or more service provider to meet the goals and objectives of the Institute. The nature of this setup, wherein the Institute funds United Ways who in turn contract with service providers, means that program implementation varies extensively from city to city. Partially in response to this variance and partially to understand best practices from family stability programs, the Siemer Institute was asked by some partner United Ways to develop an assessment tool that could be used to measure family stability. This report summarizes the pilot project, the tool, and the subsequent recommendations.
